RGP, LLP, was formed by Tom Rockwell, Susan Gibson and Ward Pynn as a California limited liability partnership in January of 2016. The partners of the firm have worked together since 1990 but always at other CPA firms. The founders decided that it was time to form a firm of their own. In 2017, Steven Palmer was admitted as a partner. His participation brings, both youth and new energy to our organization Our firm currently consists of 15 individuals, many of whom are CPA’s and CPA or Enrolled agent candidates. Most of our clients are based in Northern California and Nevada. Many of our clients have their operations throughout the United States. Which makes us knowledgeable about taxation in numerous states.

Susan Gibson, CPA
PartnerSusan has over 30 years of public accounting experience in taxation and accounting, including tax planning and consultation for small businesses, individuals, estates and trusts, as well as the preparation of business, individual, trust, estate and pension/profit tax returns. She also consults with small businesses and trusts on accounting and other business matters and prepares compiled, reviewed and audited financial statements. She specializes in agribusiness, manufacturing, land development, real estate and enterprise zones.
Susan is a member of the California Society of CPAs and has served on the Mt. Diablo YMCA Board of Directors. She has a BS in Business Administration from California State University at Chico.
When not at work, Susan enjoys swimming, traveling and just relaxing with family and friends.

Thomas Rockwell, CPA
PartnerTom is a leading professional in the fields of auditing, accounting services and tax for individual, business and non-profit clients. He has over 30 years if experience in a broad range of industries including non-profit organizations, manufacturing, construction, retail/wholesale trade, publishing and employee benefit plans.
Tom is a member of the American Institute of CPAs and the California Society of CPAs. A steadfast believer in the value of community service, he has long been active in worthwhile projects and organizations over the years including the Rotary Club of Walnut Creek, where he serves as president, the Boy Scouts and the Mt. Diablo YMCA. He holds a BS in Accounting from San Jose State University.
In his free time, Tom is a film coach for a local high school. He also enjoys golf, walking and relaxing.

Ward Pynn, CPA
PartnerWard started his tax career with the National office, Internal Revenue Service, Exempt Organizations Division in Washington, DC. After coming home to the Bay Area and moving to public accounting, Ward’s practice for the past 25+ years has been with individuals and trusts with a special emphasis on a wide variety of tax exempt organization and charitable giving matters.
Ward is a member of the American Institute of CPAs and the California Society of CPAs. He serves on the professional advisor committee of the East Bay Community Foundation, the advisory board to the Exempt Organizations Tax Review, and the board of directors for the Walnut Creek Library Foundation. Ward has spoken on exempt organization and other topics before a wide variety of professional associations and non-profit groups. Ward has a bachelor’s and law degree from U.C. Davis.
In his free time, Ward enjoys conversation, photography, biking and reading.

Steven Palmer, CPA
PartnerSteven has over 10 years of public accounting experience in taxation and accounting, including tax planning and consulting for businesses, individuals, estates and trusts, as well as the preparation of business, individual, trust, estate and exempt returns. He also consults with businesses and trusts on accounting and other business matters and prepares compilations and trust accountings. He specializes in estates, individual tax planning, real estate, tax audit representation and working with closely held entities.
Steven is a member of CalCPA and although he was born and raised in the East Bay, he graduated from Utah Valley State College (now known as Utah Valley University) with a BS in Accounting.
When not working Steven enjoys being outdoors, boating and being with friends and family.
